, were clear, "The [speaker] nominee must receive 31 votes [of the cacus] to end the election." That never happened but Cupp was announced as the winner of the caucus vote anyway.31 votes is a majority of the Republican caucus. The "rule" called for the "winner" to have a majority of the caucus (not a majority of those present).The vote in caucus was 30 Cupp, 29 Butler. Two were not present (Hood and Householder).The caucus should have voted again, per their own rules, until someone received at least 31 votes, a MAJORITY of the caucus.Hood would have voted Butler and so would Householder. That means Butler actually had MORE support from the Republican caucus than Cupp.We can all understand why Householder was not there, but had
